I was going to move the MultilinePlaceholderProposal to a "withdrawn" section, but I've just noticed that it was silently erased

No changes on the wiki are silent, unless they are made from the back directly in the page database -- otherwise they get recorded both in the recent changes and page history. Everyone has a right to veto (rollback) a change. Also, it's not like the page was deleted and anybody didn't get to read it -- the discussions on that page bumped it in the recent changes pretty regularly.
By the way, I propose to not remove the proposals from the list, but rather move them to the rejected/withdrawn section, so that finding them is easier once the discussions case.
